Could you repeat with ping -c 20 www.google.com?

google.com normally redirects to www.google.com, which DNS servers
resolve to a server that's close to the requesting IP address.
You don't get that with google.com.

In the end, what matters is: are you experiencing a bad quality of
service when a user types a query into google.com? This may or may not
be the same as what ping/ICMP show. Being able to show packet loss (if
any) when your users are using google might be more useful.
